The week was utilized for presentations and a workshop on the Total Guaranteed Package (TGP) Agreement.
DAY ONE: 19/04/2021
A presentation on was done on people’s responsibility to protect program (PR2P). UNTU objected to the presentation as the proposal was to train community members to catch criminals in yards and along the railway lines, without any firearms.
UNTU stated clearly that community members will be killed and targeted by criminals. They would be appointed on a contract basis for 12 months, but only work 15 days in any month and be paid R1500 per month.
Management then did a presentation on (PRASA CLEANING CAMPAIGN) wherein UNTU requested that the proposal from Management, that Parolees be allocated to do the cleaning along the lines, is a serious concern as there is no background check of the Parolees and that the community must have the first option for this work in the area where they stay.
DAY TWO – THREE: 20-22/04/2021
The Total Guaranteed Package (TGP) Agreement was workshopped and facilitated by a Senior Commissioner from the CCMA. Good progress was made, and Management stated that the payslips can be adjusted to show all allowances as requested by Labour.
It was clearly brought to Management’s attention that the payslip is not user friendly and needs to be altered accordingly in a manner that is effortlessly readable and understandable.
All deductions and items on the payslip must be appropriately placed on the payslip, which must be clearly workshopped with all employees. Medical aid subsidy, Housing Subsidy can be visible on the income side, separate from the total package. Issues of Disparity is not concluded. Medical Aid and House Owner Allowance (HOA) cannot be calculated currently.
Medical Aid discussions was not concluded and will be discussed in the follow-up meetings.
It was also admitted that the Total Guaranteed Package (TGP) Agreement is not fully implemented, and follow-up meetings will be arranged.
The new Constitution of the PRASA Bargaining Forum was signed by both parties on 22 April 2021.
DAY FOUR: 23/04/2021
Mr Baltac from Gibela Consortium should be present to answer questions from Labour in respect of monies that were allocated to Gibela Consortium. He did tender his apology the previous day, and Labour are trying everything in its power to get him to address Labour in this regard. However, it seems that he is not willing to co-operate with Labour in this regard.
A presentation was then done on (Station Management Model). It was stated to the presenter that UNTU do not agree with the presentation and are not satisfied that implementation was done before consultation. UNTU then requested Management to go back and review its proposal.
